Definition of MOA

A Military Operations Area (MOA) is a designated airspace within which military aircraft can conduct training exercises and other activities. MOAs exist to provide the military with a controlled airspace in which to train and operate, minimizing the risk of accidents or collisions with civilian aircraft.

MOAs are defined by lateral and vertical boundaries and are typically located away from heavily trafficked civil air routes. When MOAs are active, non-military aircraft are discouraged from entering them or flying through them. Warning notices are issued to pilots and air traffic controllers advising them of MOA activities, and aircraft entering an active MOA must comply with specific communication and reporting requirements.

The purpose of MOAs is to ensure the protection of civilian air traffic while allowing military aircraft to operate effectively in a controlled environment. MOAs also offer a way for the military to maintain readiness and proficiency in essential skills such as air-to-air combat, air-to-ground missions, and other tactical operations.
